What was offered at Reykjavik, and why was it refused? Although the packages advanced do not address every question which a serious agreement to denuclearize would require, Gorbachev said afterwards that it was “elimination of nuclear weapons in a relatively short time” which he and Reagan were discussing. After his return to Washington, Reagan was said to have spoken to the same effect, but U.S. officials quickly insisted there was a misunderstanding.4 Was the United States negotiating an agreement to eliminate nuclear weapons … or only to eliminate intercontinental ballistic missiles? When we compare participants’ remarks after Reykjavik with the notes and transcript of actual exchanges between Reagan and Gorbachev we see that the two were ready to go well beyond both the initial and subsequent revised proposals. The U.S. notetaker’s account and Soviet verbatim transcript of the final sessions are now available.6
